This paper examines how government support interacts with firm-level resilience capabilities in the reduction of layoffs among formal firms in Central America. Our analysis suggests that government support measures play a role in reducing the probability of layoffs among firms with only dynamic resilience capabilities (i.e., those that are developed after the pandemic onset). The effect of government support is not statistically different from the effect of static resilience capabilities alone (i.e., those that were present before the pandemic); thus, in firms with such capabilities, the effect of government support will be marginal. These results hold across sectors - exhibiting a marginally higher treatment effect in service sectors. Our results do not imply that Covid-19 supportive measures are to be disregarded, but instead raise the question of how government support policies could improve the allocation of support among firms in times of crises. Moreover, it underlines the necessity of policies that enhance resilience more broadly – a task that hints at structural issues and requires continuous government support in lieu of ad-hoc measures.  相似文献

Based on a longitudinal case study of China's high-speed rail embedded in the emerging economy context, we focus on what role the government plays and how that matters to open innovation (OI) for competitive advantage. By linking the OI literature with the national political institutions literature to motivate our research question, we propose a statist-based OI view to differentiate diverse government roles, investigating how government adopts roles in a combined way to push OI in stages. Our findings suggest that government is an important strategic decision-maker for OI. Specifically, the government plays various roles as commander, protector, cultivator, and intermediator, reflecting state activism derived from national political institutions, to construct institutional-level OI for domestic OI activities, and inbound and outbound OI across national borders. We find government can deliberately and strategically use its diverse roles in a combined way to push OI for competitive advantage through the industrial evolutionary process over time. Our study contributes to the OI literature and integrates the strategic management literature with the study of OI to provide new insights to explain the origins of competitive advantage from the state perspective.  相似文献

Abstract

Virtual reality (VR) has emerged as a promising technological intervention for anxiety disorders. However, there are no existing standards and best practices to evaluate the effectiveness of environments to achieve their intervention goals. The purpose of this study was to develop a VR intervention for student veterans with social anxiety disorder and test feasibility utilizing a three-stage development model. The development of a therapeutic VR environment may benefit from an interdisciplinary collaboration of researchers from various fields of study. Utilizing three stages of prototyping with two virtual reality platforms, fully immersive video (n?=?6) and three-dimensional (3-D) immersive virtual reality (n?=?8), the research team designed an intervention for student veterans with social anxiety disorder, testing bio-reactivity of participants. Results of prototyping include user feedback validating increased stress levels and increased bio-reactivity specifically in galvanic skin response and heart rate elevation. Implications include the use of 360° video for prototyping 3-D virtual reality interventions.  相似文献

In care-physical activity (care-PA) initiatives, primary care and sports are combined to stimulate PA among adults at risk of lifestyle related diseases. Preliminary results from Dutch care-PA initiatives for adults with a low socioeconomic status (SES) indicate a decrease in participants’ body weight and an improved quality of life, however, the elements that make these initiatives successful are yet to be identified. In total, 19 Dutch health promotion experts participated in our concept mapping (CM) of the effective elements of care-PA initiatives for adults with a low SES. The experts identified 111 effective elements of these initiatives, which were grouped into 11 clusters, focusing on: 1) approaching participants within the care-PA initiative, 2) barriers experienced throughout the initiative, 3) long-term implementation, 4) customizing the care-PA initiative to the target population, 5) social support, 6) structure and guidance, 7) the professionals within the care-PA initiative, 8) the accessibility of the care-PA initiative, 9) targeted behaviour and progression, 10) recruitment and administration, and 11) intersectoral collaboration. CM was useful for creating a valuable overview of these effective elements. Our results could be used to improve the development and implementation of future care-PA initiatives for adults with a low SES.  相似文献

Supporting healthy lifestyle behaviours is a key aspect of preventing type 2 diabetes which disproportionately affects disadvantaged groups from a younger age. Formative participatory research was undertaken to design a program for young Aboriginal people in a remote town in North West Australia with a high level of health needs and relatively few prevention initiatives. Focus groups and advisory discussions with Aboriginal community members were used to determine the nature of the program. The need for a comprehensive program was consistently expressed and limited healthy lifestyle knowledge and difficulties with healthy eating influenced by food environments were noted to be important. With guidance from the Derby Aboriginal Health Service, findings were integrated with previous international research evidence to develop a program tailored to local Aboriginal people aged 15–25 years and refine it after piloting. This 8-session program, ‘Maboo wirriya, be healthy’ involved an education component consistent with the US Diabetes Prevention Program and practical activities including group exercise. Changes to program structure and documentation were made after piloting for future use. The community-directed approach used in this study is vital to ensure relevance of localised chronic disease prevention programs in a range of settings.  相似文献

Levels of father participation in parenting interventions are often very low, yet little is known about the factors which influence father engagement. We aimed to qualitatively explore perceived barriers to, and preferences for, parenting interventions in a community sample of fathers. Forty‐one fathers across nine focus groups were interviewed using a semi‐structured interview. Data were analysed using inductive thematic analysis. Key barriers to father participation identified included: the perception that interventions are mother‐focused; beliefs about gender roles regarding parenting and help‐seeking; mothers’ role as ‘gatekeeper’; lack of knowledge and awareness of parenting interventions; and lack of relevance of interventions. Fathers reported preferences for specific content and intervention features, facilitator characteristics, practical factors, and highlighted the need for father‐targeted recruitment and advertising. Many of the barriers and preferences identified are consistent with previous research; however, fathers’ beliefs and attitudes around gender roles and help‐seeking, as well as the perception that interventions are predominantly mother‐focused, may be key barriers for community fathers. Strategies to overcome these barriers and better meet the needs of fathers in promoting and delivering parenting interventions are discussed.  相似文献

While social media like Twitter have been increasingly adopted by public-sector organizations, it remains less explored as to how government and emergency management (EM) organizations use these platforms to communicate with the public in response to emerging natural disasters. Extending the Situational Crisis Communication Theory (SCCT) to the realm of social media, this study examines the emerging semantic networks from 67 government and EM organizations’ official tweets during Hurricane Harvey over a three-week period. It identifies how multiple crisis response strategies—including instructing information, adjusting information, and bolstering—are constituted of different issues, actions, and organizational actors before, during, and immediately after the disaster event. Results suggest that government agencies use the strategy of instructing information predominantly before and during the disaster, whereas adjusting information and bolstering strategies are utilized more during post-disaster recovery. The study offers theoretical and practical implications of using a semantic network approach to studying organizational crisis responses.  相似文献

The Australian Government's attempts at national urban policy have been sporadic and inconsistent, under the constraints of constitutional, financial, ideological and political factors. This paper concerns the recent resurgence of national urban policy under the rubric of “smart cities” adopted by the Turnbull Government and carried on by the incumbent Morrison Government. It investigates how this round of smart cities agenda articulates with Australia's political tradition of national urban policy to seek continuity and change, through comparing historical policies, unpacking major smart cities programmes, identifying explanatory factors and critically commenting on its innovation and legacy. Drawing upon these analyses, this paper argues that understanding the smart cities agenda needs to move beyond the political, ideological “to-and-fro” pendulum to national urban policy observed in history. Rather, it resonates with a globalised policy norm established upon the city-based global integration and competition, driven by an imperative of transitioning to a knowledge economy and pursuing innovation capacity. It is too early to judge whether the smart cities agenda will bring changes to Australian cities in the way it wishes, since it involves long-term infrastructure investment and urban development projects. However, a comprehensive and consistent national urban policy to govern the Australian system of cities and towns has not been established yet.  相似文献

中国的劳动立法开始于20世纪20年代的北洋政府时期。这一时期,迫于工人运动的压力,政府相继出台了工厂法、矿山交通劳动法、工会组织法、劳工福利法等方面的法规。这些劳动立法,从理论和制度层面上来讲是一大进步。然而,北洋政府制定劳动法规的根本目的是为了抑制工人反抗,调和劳资矛盾,维护统治秩序,并未想从根本上改变劳工的劳动和生活状况及其社会地位。因此,北洋政府时期劳动立法的实施成效欠佳,其制度的建设意义远大于对工人保障的实际意义。  相似文献
